Jorge Noguera Cotes is one of the most popular and richest Jurist who was born on September 25, 1963 in Santa Marta, Magdalena Department, Colombia. He was born in the home of Luis Aurelio Noguera and Maruja Cotes Blanco on the 25th of September 1963. He was born in Santa Marta, Colombia, He graduated at the Colegio San Luis Beltran, and went on to at the Pontifical Xavierian University in Bogota where he earned an undergraduate degree in law degree in 1988.

Following the revelation of the earlier allegations made public, Noguera Cotes who was firmly backed by Colombian president Alvaro Uribe Velez, resigned his position as consul general acting in Milan to be a witness before the judicial authorities. On the 22nd of September, 2007 Noguera was detained on charges of conspiring to commit a crime and murder.

On 14 September 2011, the Penal Chamber of the Supreme Court of Colombia found Noguera guilty and sentenced him to 25 years in prison for conspiracy to commit aggravated crime; conspiracy to commit murder; destruction, suppression, and concealment of public documents; and the illegal unauthorized disclosure of secret information and activities, all stemming from his time as Director of the DAS and his involvement in the paramilitary activities of the United Self-Defense Forces of Colombia (AUC) by allowing the DAS to be infiltrated by the AUC.

As news of these accusations reached president Uribe, he declared that if Noguera were to be found guilty, he would have to issue an apology to the country for having named him as consul-general. Noguera was named as one of the executive directors for Alvaro Uribe’s presidential campaign in the Caribbean coastal department of Magdalena in 2002. One week after his appointment under Uribe’s presidential campaign, Noguera was appointed head of the Administrative Department of Security (DAS) for the next four years until his assignation as consul-general in Milan during Uribe’s second term as president.

On March 23, 2007 Noguera was released from custody due to procedural errors following the lawyer’s ability to show (under the rules that is part of the Superior Council of the Judicature of Habeas Corpus), that the detention of his client was not in accordance with the law, which rendered his arrest unjust because the law did not grant him this basic right. The case was later transferred to the Attorney General Mario Iguaran, who did not hide his disappointment with the court’s decision. Iguaran promptly announced that he would initiate an investigation into the possible actions his office may use to reverse the decision. Noguera was arrested again on July 6, 2007, three months after his first release.

Jorge Aurelio Noguera Cotes (born 25 September 1963) is a Colombian lawyer and director of DAS for a time, Administrative Department of Security (DAS) which is the intelligence service agency in Colombia and a polemical , convicted murderer who was under the direct orders of head of the country, Alvaro Uribe Velez. A Liberal party leader He was a the regional campaign manager for the Department of Magdalena for then-candidate Alvaro Uribe Velez in the 2002 presidential election. Following Uribe’s win in the election, Noguera was appointed Director of the DAS and served from 2002 until 2005. Following that, the appointment of Consul-General was made to Colombia in Milan in the year 2006.

In November 2007 The Attorney General’s office removed Noguero from his post and banned the former attorney general from holding office for 18 years because of his association with the extremist right-wing paramilitary organization AUC. The charges include the mismanagement of resources as well as the fraud in order to profit drug trafficking groups.

On December 12, 2008 Noguera was once again arrested; the public prosecutor’s office accuses him of homicide and conspiracy to commit crime. He was sentenced to 25 years in prison on 14 September 2011.
