Fulcher began to play snooker in the age of 10. He relocated to London at the age of 18 to pursue physics studies in Imperial College London University; Here he was a member of the Imperial College Snooker Club. He was a participant during his first British Universities Sports Association national tournaments and also won the BUSA individual championships in 1999. Following which he coached the England University snooker team to three wins at the Home Nations Team Championships.

He also reached the last 16 of the 2006 Bienne Grand Prix International Nine-ball Championship in Switzerland, losing to Sandor Tot who went on to win the tournament.
