Elmore is from an athletic family. He was brought up in Charleston, WV by his father and mother, Gay and Elizabeth Elmore. Elmore’s father, Gay Elmore, was VMI’s most prolific scorer, while his father, Otmer, played basketball at West Virginia. The brother of his, Ot, played basketball at Texas-Rio Grande Valley prior to moving from there to Marshall to play with Jon. The 9th of March, 2019, Jon got engaged to his long-time partner and ex- Marshall University athlete, Tori Dent.

In his final season, Elmore achieved his 2,000th point during a game on November 28, the game they played with William & Mary, becoming the third student in the history of the school to reach this milestone. On March 3, 2019, Elmore became the Conference USA all-time top scorer surpassing the UTEP’s Stefon Jackson. Later in this season Elmore has become the league’s top leading assist player (passing the UTEP’s Julyan Stone) which makes him the only player in the current league with a lead on both counts.. Jon Elmore is the first player in NCAA Division 1 history to achieve more than 2,500 points as well as more than 500 assists. On March 19, 2019, Elmore became Marshall’s all-time highest scorer, surpassing the record set by Skip Henderson.

Elmore was born in Charleston, West Virginia, Elmore averaged 31.4 points in his senior year in George Washington High School in Charleston and was named the West Virginia player of the year. The class of 2014 saw him as named a NR by ESPN and a 2 Star prospect from 247 Sports.

He initially signed up to play in the VMI. VMI in the same place where his dad, Gay Elmore, played. But, he quit VMI without ever having played in a game to spend time with his grandfather. He joined the team for intramurals in Marshall and was subsequently drafted to the varsity team in December 2015. He was an all- conference first team USA selection. In his junior season of 2017-18, Elmore led Marshall to their first Conference USA Tournament Championship and was named the MVP for the event. Marshall got an automatic spot in the NCAA Tournament and Elmore led the Herd to their first NCAA Tournament win, an defeat of Wichita State, tallying 27 points. Elmore scored an average of 22.7 per game and 6.8 rebound per game during his junior year. Following the season, Elmore was a candidate for his place in the 2019 NBA Draft but did not engage an agent, making it possible for him to returning to Marshall and Elmore did.

After going undrafted, Elmore joined the Boston Celtics to play in the NBA Summer League. On July 23, 2019 Elmore signed with Pallacanestro Trieste of the Italian league, Lega Basket Serie A (LBA). He averaged 7.5 points, 2 rebounds and 1.9 assists per game. On January 15, 2020, Elmore signed with Orlandina Basket of the Italian second division.
