In 2012 after the reorganization of the legislative districts of the state, Legg was unable to run for another election in the House because of term limits elected to enter the Florida Senate. Legg initially had planned to run within the 18th District, and would have had to face the wealthy egg farmer Wilton Simpson during the primaries. Legg was forced to pull out of the 18th District however, instead choosing to run in the 17th District in the 17th District, where he would be challenging Republican State Senator Jim Norman in the primary. Norman However, in the end, decided to not run for another term. Legg was able to face the former Rep. Rob Wallace and security consultant John Korsak in the primary. The Tampa Bay Times endorsed Legg by citing the “ability to develop a consensus” to solve problems and issues, while noting that he had a hand in shaping policies on education “both good and bad,” as well as promoting “controversial bills.” Legg was able to defeat Wallace and Korsak with a huge margin and won 60% of the votes against Wallace’s 23% and Korsak’s 15 percent. Legg advanced to the general election in which he was without opposition.

The year 2002 was the time that Republican State Rep. Mike Fasano could not run for an election due to term limits. Legg took on the challenge to succeed Fasano within the 45th District which stretches between Dunedin up to New Port Richey in Pasco County and Pinellas County. Legg was up against Tom Anderson, the Mayor of Dunedin at Dunedin’s Republican primary. Anderson defeated Legg by a large margin with 55 percent of the vote compared against Legg’s 45 percent.

Legg was born in Brooksville and attended Pasco–Hernando Community College, receiving his associate degree in 1994, and then the University of South Florida, receiving a degree in social work in 1995. In 1998, Legg began working for State Representative Heather Fiorentino as her staff director, a position he would hold until 2001. Legg was a founding member of the Dayspring Academy, a Pasco County-based charter school, in 2000, where he taught middle and high school courses.
