As of 2012 Yoder sought a spot on the West Virginia Supreme Court and failed to win the election. However , by running in the statewide races (1990 as well as 2012) when he was a resident of the panhandle in eastern West Virginia, Yoder opened the way for other candidates running for the state legislature from the counties that lie to the east of WV.

Yoder resided within Harpers Ferry, West Virginia. In 1990, Yoder was the Republican candidate in the U.S. Senate against incumbent Democratic U.S. Senator Jay Rockefeller and lost the election, but he received the highest percentage of the votes than other candidates against an incumbent at the time. From 1992 until 1996, and then from 2004 to the year 2008, Yoder served in the West Virginia State Senate and was a Republican. Yoder was also a lawyer and business entrepreneur. In the year 2010, Yoder was elected to the West Virginia Circuit Court and was elected again in 2016 and was on that court until his demise.

Born from Newton, Kansas, Yoder obtained an undergraduate education (BA) at Chapman College and his law degree (JD) from the University of Kansas. Yoder completed an MBA master’s level degree (MBA) in the University of Chicago. At just 26 years old, Yoder was able to win an election over an incumbent judge who was much older and was judge of the Kansas District Court judge from 1976 to 1980. Yoder was the youngest person to be appointed as a Judge in the United States.

Yoder was chosen and served from in the years 1980-81 as a judge fellow at the United States Supreme Court and then was appointed (1981-1983) as a special advisor to Chief Justice (Burger) of the United States Supreme Court. Yoder was then appointed (1983-1984) following the time by the president Ronald Reagan, as the first director of the Asset Forfeiture Office within the United States Department of Justice. Note: In 2014, Yoder along with Brad Cates, who served as director in the wake of Yoder published an op-ed that was published by the Washington Post in which they declared about the program of asset forfeiture they developed, “The program began with good intentions but having failed in both purpose and execution, it should be abolished ….It is unreformable.”

Yoder died June 9, 2017, of complications following a second surgery to replace his aortic heart valve which was first replaced five years earlier (2012).
