Joseph “Joe” Negron, Jr. (born on October 9th 1961) was the name of a Republican political figure from Florida. He was a senator of the Florida Senate from 2009 until 2018 and was a representative of portions of the Treasure Coast. In his final two terms in office Negron was Senate President. In the past, Negron served three terms in the Florida House of Representatives, serving in Martin County’s 82nd District from 2000 to the year 2006.
Negron originally planned to run as Attorney General of Florida in 2006. However because of his inability to compete against ex-Congressman Bill McCollum in the Republican primary, he dropped from the contest. In the wake of Republican Rep. Mark Foley’s departure from Congress after an incident the he was picked by Republicans to succeed Foley as their nominee for the 16th Congressional District that was a stretch between Wellington up to Port Charlotte, against Democratic candidate Tim Mahoney, despite the fact that the name of Foley would continue to be listed on the electoral roll. In the course of the campaign and the election, the Sarasota Herald-Tribune endorsed Mahoney over Negron and cited his experience in business and moderate views on issues. When election supervisors proposed placing posters in the booths of voters informing voters that votes made for Foley will be taken into Negron and the Florida Democratic Party sued, asserting that it created an unfair advantage to Negron. An appeals court ruled against the suit, but it ordered that the Florida Secretary of State give voters the information that votes cast for Foley will be taken by Negron as well as any votes made for Mahoney will be taken into Mahoney. In the end, Negron barely lost to Mahoney with just four thousand votes, with 48 percent of the vote, compared against Mahoney’s 50 percent.
Negron’s district was again reconfigured and renumbered after court-ordered redistricting in 2016.
After Ken Pruitt resigned from his seat in the Florida Senate, Negron ran in the special election to succeed his seat within the District 28 which encompassed the eastern portion of Indian River County, Martin County Northern Palm Beach County, and southern St. Lucie County. Negron was originally scheduled to compete against the former state representative Art Argenio, whom he defeated in 2000 at the Republican primary, however Argenio was able to withdraw his candidacy, allowing Negron to gain the nomination without opposition. Negron was up against Bill Ramos, the Democratic candidate, during the general elections and campaigned for the protection of the St. Lucie River, encouraging biotechnology and increasing education expenditures, saying, “I’m looking forward to working hard to continue building on the foundation that Senator Ken Pruitt built with the research coast.” He ran for re-election 2010 and was without opposition. In the 2011 legislative session, Negron introduced legislation that sought to minimize misidentifications by witnesses through a change in the method by the way witnesses were presented with photographs in the Negron’s plan. Under his proposal, witnesses would be shown a single photograph at a given time by someone who was not aware of the identity of the suspect. Negron claimed that his changes could increase the number of guilty persons convicted, and decrease the number of innocent persons being convicted. He argued that “Once you get picked out of a lineup, the odds of you being convicted is nearly 100 percent.”

Negron is a native of West Palm Beach, and was a student at Stetson University in the area of journalism, where he was the editor-in chief of the student newspaper. He earned an undergraduate degree, earning his degree in. He continued his studies at an Emory University Law School, receiving his Juris Doctor in 1986, and also the Zuckerman Fellowship to go to Harvard University, receiving his Master of Public Administration degree in 2009. After completing Law School, Negron worked as a private practice attorney in Stuart and was a specialist in litigation for businesses and law governing land uses.
In 1999, after State Rep. Tom Warner resigned from his position in the state legislature to accept a position as the first state solicitor general and solicitor general, a special election held to succeed Warner in the 82nd district which encompassed portions that comprised southern Martin County and northern Palm Beach County. Negron took on the role of replacing Warner and had to face Art Argenio, John Whitescarver, Melinda Tumminia, and John Carroll in the Republican primary. Negron came in at the top of the list in the primaries, securing 47percent of the votes in comparison to Argenio’s 30 percent however, since he did not secure a majority vote and a runoff was held which Argenio barely won, with five-two percent of the votes. In 2000, when Argenio was running for re-election at the time of 2000 Negron was once more a challenger to Argenio in the primary together alongside David Traill, and received an overwhelming majority of votes which forced another runoff election. In the course of this campaign, the two contenders signed an arrangement that was aimed to stop personal attacks they had on each other. While both were of the opinion that release of waters out of Lake Okeechobee was harming the St. Lucie River, they differed over the best solution to the issue. Argenio declared that he would introduce legislation to establish the maximum depth for the lake, which Negron attacked, saying, “I don’t think [a] legislator should be setting feet and inches of a lake. Can you imagine the chaos that would ensue if water managers who need flexibility can’t make adjustments to the water level? I think it’s nuts.” They also disagreed over the health care policies in the form of Negron insisting that patients should have the right be able to bring lawsuits against HMOs and declaring that he will introduce legislation that would permit patients to consult specialists without the approval of their primary medical doctor, and Argenio declaring Negron’s proposals an “lawyer’s bill of rights.” The end result was that Negron barely defeated Argenio to take his Republican election to the seat which he won unopposed at the general elections. He won the reelection without contest in 2004 and 2002 as well.
In 2012, following the reconfiguration of the state’s legislative districts, Negron was moved into the 32nd District, where he ran for re-election. He was opposed by Ray D’Amiano, a businessman and the Democratic nominee, who raised little money, and was attacked by D’Amiano for the amount of money he was raising. The Palm Beach Post endorsed Negron, praising him as one of the legislature’s “most influential Republican leaders” and “one of his party’s more thoughtful and moderating voices.” They noted, however, “We hope Sen. Negron does modify his position on many issues, from the expansion of Medicaid to the need to tax Internet sales to pay for priorities like public education.” Negron ended up defeating D’Amiano by a wide margin, receiving 60% of the vote to D’Amiano’s 40%.
