Born Catholic, Mihevc obtained a PhD in theology, and later became an adjunct instructor of ethics in The University of Toronto. Mihevc is a very liberal Catholic as well as involved in the areas of human rights, and anti-war issues.
After the merger of York with five other Metropolitan Toronto municipalities, which Mihevc was against, Mihevc was elected to the new Toronto city council. Redistricting in the year 2000 triggered an election fight with incumbent conservative city councillor Rob Davis. The vote was affected by a secret telephone campaign which painted Mihevc in a negative light as anti-Semitic. The mayor of Toronto Mel Lastman endorsed Davis.
Mihevc has been a long-time member of the Toronto Transit Commission and served as Vice-Chair from 2006 to 2010. He supported the St. Clair Avenue streetcar right-of-way. The $100 million investment in new streetcar lanes, hydro undergrounding, new gas lines, and public realm improvements has led to a rejuvenation of the St. Clair West neighbourhood.

He was the chairperson of Toronto’s World Youth Day, and from 2000 until 2003, he was the chair for the Health Board. He was chair at the time of 2003’s SARS outbreak. He also played a key role in securing the ban on the use of pesticides on lawns.

The first time he ran for office was in the year 1991, in the former City of York, and defeated incumbent Tony Mandarano, who had been charged with corruption. With the support of his supporters from the New Democratic Party, he became the vice-mayor of York.
Despite a high-profile challenge from former pre-amalgamation Toronto mayor John Sewell, Mihevc was easily re-elected to city council in the 2006 election.
