Martin Joseph “Joe” Donald (born on February 8th 1959) is an American lawyer and judge on the Wisconsin Court of Appeals in the District I in Milwaukee. Donald was appointed to the court in September, 2019 through Wisconsin Governor Tony Evers. In the past, prior to being appointed as a judge of the Court of Appeals, Donald worked for 13 years as a Wisconsin Circuit Court judge in Milwaukee County.

In 2016 Donald ran for election to The Wisconsin Supreme Court but placed third in the February primary ahead of current Justice Rebecca Bradley and Wisconsin Court of Appeals Judge JoAnne Kloppenburg. Judge Donald was the recipient of support from the former United States Senator Herb Kohl.

From 2015 until 2019, Donald served as a deputy chief judge in the court, under Chief judge Maxine Aldridge White.

Donald was born within Milwaukee in Milwaukee and Shorewood. His mother was household keeper at the home of Richard D. Cudahy, an attorney of the United States Court of Appeals for the Seventh Circuit. The families of both were close and Judge Cudahy was a mentor for Judge Donald during his early years. Donald was a graduate of Marquette University in 1982 and Marquette University Law School in 1988. In 1988, he was employed to 1989 as a legal clerk at Milwaukee County’s Wisconsin Circuit Court in Milwaukee County. From 1989 to 1996 Donald served as assistant to Milwaukee City Attorney at Milwaukee City Attorney’s Office. in 1996 Donald received a nomination from Governor Tommy Thompson, a Republican to fill a vacancy of the Milwaukee County Circuit Court. The oath was administered to him by his mentor and judge, Judge Cudahy. Donald was elected to a 6-year period on the bench in 1997. He was elected again to the court in 2003, 2009 and in 2015, with no opposition. Judge Donald was instrumental in the establishment of Milwaukee County Drug Treatment Court. Milwaukee County Drug Treatment Court in 2009 and was the first judge. This Drug Treatment Court was designed to utilize an incentive system and penalties to help divert people away from jail towards rehabilitation and treatment.

On September 4, 2019, Donald was appointed by Democratic Governor Tony Evers to a vacant Court of Appeals judgeship in Milwaukee. Donald succeeded the retiring Judge Kitty K. Brennan.
