Atkins has won numerous honors for his public service, such as being named one among the Ten Outstanding Young Americans by the United States Jaycees in 2001. In 2003, during his first year at the Minnesota House Atkins was named “Freshman Representative of the Year” by Politics in Minnesota magazine. The local newspaper’s readers, the South-West Review have also voted Atkins as a “Best Local Elected Official” 10 times, which is more than anyone else. Atkins was awarded a score in the range of “0” from the Minnesota Taxpayers League during the legislative session in 2011 to raise his overall score at “8”.
He has earned numerous awards as an attorney, including being named one of 10 Minnesota SuperLawyers by the “Minnesota Journal of Law and Politics” and Member of the Year in 2006 by the Minnesota Association for Justice.
Atkins considered entering the 2008 U.S. Senate race. He opted out, saying he preferred to remain in Minnesota.

Born at South St. Paul, Atkins was raised within Inver Grove Heights in Minnesota. After finishing his education at Simley High School in 1984 Atkins received his B.A. from the University Minnesota-Twin Cities in 1988 . He then earned the Juris Doctorate magna cum laude from William Mitchell College of Law in Saint Paul in 1991. While at in law school, the student was employed for a full-time position as a law clerk and also started a legal investigations business.
In 1987, the Inver Grove Heights residents voted Atkins for be a member of the School Board. At 21 he was the youngest member of the school board in the country. In 1992 In 1992, he was elected the to the office of mayor for Inver Grove Heights. He served for ten years before becoming its longest-serving Mayor to date (a record that has since been beat by current Inver Grove Heights’ mayor George Tourville).
Atkins was first elected to the House in 2002 and was reelected every two years until retiring in 2016.
