In the beginning in the 20th century being stricken by high unemployment and social tensions on Curacao, Clemencia joined with other intellectuals in 2006 and created an organization called Grupo Pro Defensa di Korsou (Group for The Defense of Curacao) as well as an political party named Partido Indepensha (Independence Party). Chair of the party and fought to gain independence of The Netherlands. Although she merged her influence within the party together with Anthony Godett [nl] ‘s Party Workers’ Liberation Front, which was formed 30 May but they were defeated, and the result of the referendum were not complete independence. Curacao was declared an independent country in the Kingdom of the Netherlands, dependent of the kingdom’s the defense and foreign policy decision. Following the announcement, Clemencia withdrew from politics due to her personal fight with breast cancer.

Clemencia was also supervisor for The Government Bureau of Linguistics. She was the founder and director for the Instituto Kultural Independensha (Institute of Cultural Independence) in 1996, with the intention in teaching Papiamento. She also created Skol Nobo, a Skol Nobo (New School) to teach the subject of cultural history which includes art, sport and nature studies that were not taught in other school curriculums. Clemencia wrote with Omayra Leeflang a book to teach Papiamento called Papiamentu Funshonal, which became an essential part of teaching secondary school. Her efforts to establish Papiamentu to be an official language was finally successful in 2007 when the government recognised this as one of their official languages together with Dutch along with English.

Joceline Clemencia (30 November 1952 30 November 1952 – 30 May 2011,) was an Afro-Curacaoan writer feminist, linguist and independence advocate. She advocated in favor of that the Creole the language of Curacao, Papiamento, to be recognized as an official language. She was successful in the fight and was able to create two language schools as well as written texts that emphasized the significance of its culture. She was in favour the complete independence of Curacao and the Netherlands.

In the early 1980s Clemencia was back in Curacao and started her career as an Spanish instructor at Peter Stuyvesant College, now the Kolegio Alejandro Paula, in Willemstad, Curacao. A significant portion of her activism was focused on her involvement in the Papiamento spoken language as well as its more severe suppression. In the early 1990s, she was head of Instituto di Nashonal Sede di Papiamentu (National Institute of the Papiamento Language) to encourage the use and teaching of the indigenous language spoken in Aruba, Bonaire and Curacao. Since Papiamento has its roots in slave trading, there was a lack of public support for the language, or even its teaching in the Dutch schools. She argued that the language be taught in a uniform manner and standardized in the same way as it was the mother tongue of the nation. In a report by UNESCO, Clemencia argued that Papiamentu and English should be declared as the official indigenous languages in the Antilles.

Clemencia was married to Frank Kirindongo (also known as Frank Quirindongo), with whom she had three children before their divorce. She died on 30 May 2011 in Willemstad after a two-year battle with breast cancer.
