James Mathieson Fleming MBE (born on July 8, 1951, from Edinburgh, United Kingdom) is a former Scottish Rugby Union Referee who during his time of service, he was a referee for 42 major international games and also served as an official touch judge for additional 75. He was appointed a referee 1973 following his inability to play due to a concussion. His first international came in 1985, when he was the referee for the three-crown decider in the triple crown decider between Ireland as well as England in England at Lansdowne Road. He is one of two referees who have been involved for the four Rugby World Cups (1987, 1991 1995, 1999 and 1987) which included refereeing 12 matches. He was a referee for two semi-finals which included Australia in a match against New Zealand (1991) and France against New Zealand (1999) as and three quarter finals Ireland in a match against Australia (1991), South Africa against Samoa (1995) as well as England in a match against South Africa (1999).He also refereed the opening game during the 1991 Rugby World Cup between England and New Zealand.
Other achievements are 18 straight appearances in Melrose Sevens, 18 consecutive appearances at Melrose Sevens, including refereeing four finals. In his final official game, he was one of the first Scotsman who was able to serve as a referee for Scotland when he was the referee for their game with the Barbarians at Murrayfield in the month of May in 2001.
In 2001, he retired at 50. He was given an MBE in 2002’s New Year’s Honours List. He was awarded the IRB’s distinguished service prize for refereeing, in the year 2004. He also received The Scottish Rugby Union’s Lifetime Achievement Award in 2001.
