Klijnsma was born on the 18th of March 1957 at Hoogeveen. She was a history student in Hoogeveen’s University of Groningen, with the focus on social history along with economic and social history. Following her graduation, she began working for the Labour Party’s parliament group. She was assistant to MPs Andre van der Louw, Marcel van Dam and Thijs Woltgens.

In December 2008, she was appointed by her fellow Labour Party politician Ahmed Aboutaleb as State Secretary for Social Affairs and Employment in the fourth Balkenende cabinet. She was the State Secretary from December 2008 until February 2010 at which point Balkenende’s Labour Party withdrew its support for the Balkenende government. As a member of Parliament from 2010 until 2012 She was again appointed as State Secretary for Social Affairs in the second Rutte Cabinet in the month of November 2012. She was in office until the inception on October 26, 2017 of the third Rutte cabinet, which the PvdA doesn’t support. On November 1, 2017, she was appointed the King’s Commissioner of the Province of Drenthe following the fact that the former The Hague Mayor Jozias van Aartsen was appointed in March 2017 as the interim Commissioner. She took office on December 1st.

In The House of Representatives from 2010 until 2012, she focused on issues of cultural and society, seniors disabled, senior citizens, and medical ethics. In the past, she was state secretary for Social Affairs and Employment in the Fourth Balkenende cabinet (2008-2010) and was an alderwoman for the city of The Hague (1998-2008). Between 2012 and 2017, she was again appointed as the State Secretary of Social Affairs and Employment, working on unemployment insurance and pay equalization, long-term unemployment the issue of poverty, as well as the safety and health of workers in the second Rutte cabinet.
