He was appointed Assistant Administrator for Enforcement, U.S. Environmental Protection Agency by President Bush, and unanimously confirmed by the U.S. Senate, in 1989. Reporting to Administrator William K. Reilly, he served until 1991.

Based in Rancho Santa Fe, California, he is a frequent speaker at conferences and corporate events across the U.S. and in other nations. Strock previously served as the founding Secretary of the California Environmental Protection Agency, and as Assistant Administrator for Enforcement (chief law enforcement officer) of the U.S. Environmental Protection Agency.
