Hyeon Soo Lim (Korean pronunciation: imhyeonsu; born February 16, 1955 in Seoul) is a Canadian pastor at the Light Korean Presbyterian Church, Mississauga. He is a Canadian citizen of South Korean descent. Before he disappeared in February 2015, he was involved in humanitarian efforts in North Korea. He provided aid in the amount of tens to millions of dollars. Lim was detained by the DPRK and sentenced to hard labor for crimes against North Korean rule in December 2015.
Lim has been a humanitarian worker in many countries. However, he has visited North Korea more than 100 times since 1997. These humanitarian missions included support for a nursing facility, nursery, orphanage, as well as other projects. His church refused to meet with Lim’s family to discuss his safety. However, The Globe and Mail discovered evidence of Lim’s extensive attempts to establish businesses, import and sell food, fuel and other goods, feed thousands and even purchase the largest hotel in North Korea. These for-profit business interests were worth tens to millions of dollars and were used to finance humanitarian efforts. Lim maintained close contacts with Canadian and North Korean officials, including the Prime Minister’s Office. He worked with people from all over the globe, including the US and New Zealand as well as China.
Working with government officials is unavoidable in a state where everything is under government control, but working with the North Korean government increases risk. Lim focused his efforts around Rajin, near the Rason Special Economic Zone which is an important North Korean effort to gain foreign investment. The Rason zone was led by Jang Song-thaek an uncle of North Korean Leader Kim Jong-un and a powerful political elite until Kim Jong-un had him executed in December 2013. Agence France-Presse first reported a link with Jang’s circle, and Lim’s cooperation with North Korean officials who had ties to Mr. Jang could have been a problem according to experts on the DPRK. Any links between Lim and political elites were denied by spokespersons from Lim’s church.
In a post-release interview, Lim attributed his arrest to a video clip of a speech he made at a Christian conference in the United States—where he stated that North Koreans should “believe in God instead of Kim Il-sung and Jesus instead of Kim Jong-Il”—which was posted on the internet without his permission and noticed by North Korean authorities. Lim became interested in helping North Koreans during the four-year North Korean famine of 1996 that claimed between 500,000 and 600,000. He used his church to support them.

Lim was either a founding member or a senior pastor at the Light Korean Presbyterian Church of Mississauga (Greater Toronto Area), Ontario. His leadership saw the congregation grow from just a dozen members in 1986 to over 3,000 in 2015. The congregation operates out of a complex that contains a 1,773-seat sanctuary as well as an education wing with many classrooms and a fellowship hall measuring 5,260 square feet. There is also a 6,650-square foot gymnasium, which can hold 248 people, and a 2,48-seat chapel. He also manages a young-oriented church in Toronto.

In recent years, Liberal Prime Minister Jean Chrétien established diplomatic ties with the DPRK in 2001 but Conservative Prime Minister Stephen Harper suspended most contact with North Korea in 2010, and then imposed strict trade and travel sanctions. Canadian officials were using back channels and meeting on the edge of world conferences to press for Lim’s release. The election of a Liberal Party of Canada government was seen by his family as an opportunity for a breakthrough.
