She graduated in 1980 with a Master in Letters (MLitt). Her thesis was about the history of Italy in 6th century.

On 22 October 2001 she was appointed Head of Central Secretariat to the Cabinet Office. In 2003, she became Director General for Corporate Services (HMRC) and played a key role in the transformation program that merged the Inland Revenue and Customs & Excise departments. On 7 November 2005, she was made Permanent Secretary of Defra. In January 2011, she succeeded Sir David Normington, who was Permanent Secretary at Home Office.

Ghosh was a board member of the National School for Government, and a committee member and former chair of the Blackfriars Overseas Aid Trust, based in Oxford. She was elected a Rhodes Trustee in 2011.

In November 2012, she stepped down from her role at the Home Office to become Director General at the National Trust. In April 2018 Ghosh became Master of Balliol College, Oxford in succession to Professor Sir Drummond Bone.

She was the Head of the New Deal for Communities Programme, Department of the Environment, Transport and the Regions, and worked on cross-cutting and delivery problems. As Director of the Children’s Group at the Department for Work and Pensions, she was responsible for child benefit, child support and tax credit issues.

Dame Helen Frances Ghosh DCB (/g@Ust/ : GOST ; 21 February 1956) was a British civil servant and Master at Balliol College Oxford. After her career as a British civil servant, she was formerly Director General of the National Trust for Places of Historic Interest and Natural Beauty. She was also Permanent Secretary at Home Office from November 2012 to the end of 2012. She was the first female permanent secretary to lead a major British department when she was appointed at DEFRA. She is now Master of Balliol College in Oxford, since April 2018.

Ghosh started her career at the Department of the Environment as an Administration Trainee in 1979. She held several policy positions. In 1986-1988, she was made Private Secretary to the Minister of Environment and Housing. She also served as Head of the Housing Policy and Home Ownership Team from 1992. She joined the Cabinet Office as Deputy Director for the Efficiency Unit in July 1995. In 1997, she moved to a more operationally-focused role at the Government Office for London as Director for London East, European Programmes. This allowed her to be in contact with many EU agencies, including those that administer regeneration funds.

She was appointed Dame Commander of the Order of the Bath (DCB) in the Queen’s Birthday Honours list in June 2008. In 2010, The Tablet named her as one of Britain’s most influential Roman Catholics.
