Hasmukh Adhia, born 3 November 1958, is one of the key figures behind the design and implementation of the Goods and Service Tax & Demonetization Scheme. He is an Indian Administrative Service officer (IAS), from the 1981 Gujarat cadre batch, and served as India’s Finance Secretary and Revenue Secretary. Adhia has previously held various positions for both the Gujarat and Indian governments, including that of Financial Services Secretary. Adhia is currently the Bank of Baroda’s Non-Executive Chair. He was appointed Chancellor of Central University of Gujarat a week after he was nominated by the government as chairman of the state-owned Bank of Baroda.
Hasmukh Adhia was credited with introducing controversial LTCG Tax for Stocks, without indexation benefits. This was deemed illogical and quickly became unpopular in the Indian Stock Market. This caused Foreign Inverstors to withdraw investment from Indian Stock Market. It also triggered a Market Crash the following day.
Adhia was appointed Finance Secretary in September 2017 after Ashok Lavasa retired. He became the highest-ranking secretary at the Ministry of Finance. Adhia, who was a retired IAS officer, also deposed the offices of Finance Secretary, Revenue Secretary, and Chief Executive Officer of Unique Identification Authority of Indian, Ajay Bhushan Panday. He was succeeded by Ajay Nara Jha, Finance Secretary, by Expenditure Secretary Ajay Narayan, as the top-most secretary within the Ministry of Finance.
