From 2014 to 2017, Phillips was a Stanford student. After torning his ACL in 2015, Phillips played only one game in 2015. He was redshirted. He led all FBS linemen in tackles with 103 and was awarded All Pac-12 First Team as well as All-Academic First Team. He was also invited for the 2018 Senior Bowl. Phillips graduated in December 2017 with a double major and minor in Sociology and Science Technology and Society. He decided to skip his last year of eligibility and join the 2018 NFL Draft.
Phillips accepted the Senior Bowl invitation on November 20, 2017. Phillips announced on January 4, 2018 that he would forgo his last year of eligibility to enter the 2018 NFL Draft. After missing most of his sophomore season because of an ankle injury sustained during the season-opener, Phillips was eligible to be a fifth-year senior. Phillips was a good student and performed well in practice. This impressed analysts and scouts. Phillips was part of the 2018 Reese’s Senior Bowl team, which lost 45-16 to South on January 27, 2018. Phillips attended the NFL Scouting Combine, Indianapolis, and participated in all the drills. Phillips was the first player to complete 42 repetitions of bench press.
On March 27, 2018, Phillips participated at Stanford’s pro day, but opted to stand on his combine numbers and only performed positional drills. At the conclusion of the pre-draft process, Phillips was projected to be a second round pick by NFL draft experts and scouts. He was ranked as the fourth best defensive tackle by Scouts Inc., was ranked the fifth best defensive tackle by DraftScout.com and NFL analyst Mike Mayock, and was ranked the sixth best defensive tackle by Sports Illustrated.
