Budai joined Fidesz 1997. He was a legal specialist to support the work of the party’s parliamentary caucus in the first cabinet under Viktor Orban. He continued to work as an outside expert and was involved in the parliamentary inquiry committees after 2002’s parliamentary election. He was the counsel of Fidesz-ally National Alliance of Hungarian Farmers. He organized the 2005 Budapest farmer protests and worked with the Ferenc Gyurcsany administration in this capacity. During the Kistelek delegate assembly on 28 May 2006, he was elected federal director for the advocacy group. Budai represented the town in Kiskunlachaza’s local assembly between 2006-2010. He was also briefly the deputy mayor of the city in 2010.
Budai was appointed by Viktor Orban as the Government Commissioner responsible for investigating “illegal wasting of state land”. He took office on 11 June 2010. In this context, he examined the policies of the Socialist government. In November 2010, Ferenc Papcsak was replaced by him as Government Commissioner for Accountability & Anti-Corruption. His role was to identify former government officials involved in economic decision-making that “clearly injured the country and taxpayers” and to pursue legal action to hold them accountable. The position he held was his until 31 August 2012. He was then fired two months prior to the end of his term (November 2012). Budai’s staff conducted investigations into 1,442 cases and made 110 public reports. Indictments were filed in 61 cases. In August 2012, there were 30 cases that were in the investigation phase. 7 cases had been indicted in connection to his allegations (including the Sukoro land exchange and the sale of properties of the Ministry of Defence). 47 people were arrested for criminal offences during the prosecution investigation. 39 of these people were indicted by the prosecution. His work was deemed successful by the Hungarian government, but the opposition Hungarian Socialist Party(MSZP), viewed it as a politically motivated task. The prosecution refuted the “Budai balls” one after the other, in the absence a criminal offense.
Budai held the position of state secretary in the Ministry of Rural Development since 1 March 2012, replacing József Ángyán. According to a leaked audio recording in August 2012, Budai admitted in a MAGOSZ forum in Csongrád that his ministry has cartiled for the price of the melon. “Me and the ministry were accused of cartelling by the Socialists. Please, yes, we cartilized for the producers. We told the chain stores how much the melon should be sold. So what’s the problem? In two years the melon production area fell from 11 thousand hectares to 5 thousand hectares in Hungary. We want to restore the former production area, which is only possible for the producer to receive not only the cost of the product, but also to have at least 15-20 percent of the product. I do not care why the Economic Competition Office says I made cartelism. And then what can they do with me? Nothing. Or the ministry? Or with the government? […] The European Union was upset about this, but we do not take a step backwards. If the Union does not like it, turn to Strasbourg or wherever it want.” Budai also had several conflicts and libel cases with the operators of the Kishantos ecological model farm during his term as state secretary. Budai remained in this capacity until June 2014, when he was replaced by István Nagy in the Third Orbán Government.
