Gwendolynne Sofia Moore, born April 18, 1951, is an American politician who has been the U.S. representative for Wisconsin’s fourth congressional district since 2005. Moore was elected as Caucus Whip for the Congressional Black Caucus in 2016. She is a member the Democratic Party.

Gwen Moore, a Wisconsin State Senator, was elected in 1992. She served the 4th district from 1993 to 2005. Moore was the first African American woman elected to the upper chamber in the Wisconsin legislature. She was a vocal opponent to mandatory ID security measures for entry into the state capitol. She stated, “I am often reminded that [9/11 hijacker] Mohammed Atta was wearing a photo ID.” This won’t tell anyone if I am a terrorist. This deprives people from coming to their Capitol.”

Moore was elected to the United States House of Representatives in 2004, earning 69.6% of the vote and defeating Republican attorney Gerald Boyle in the general election. Moore was one of a handful of African-Americans to have been elected to Congress as freshmen in 2004, and she was the first African- American and second woman (after Tammy Baldwin) to represent Wisconsin in Congress.

On May 6, 2006, Moore and eight fellow members of the Congressional Black Caucus were arrested and ticketed for unlawful assembly and disorderly conduct after they stepped onto the grounds of the Embassy of Sudan to call attention to the ongoing Darfur conflict in Sudan. Moore said that the group expected ex ante to be arrested but that they were pleased to participate in a “peaceful act of civil disobedience”.

Moore was elected to Wisconsin Assembly in 1988. She served two terms. She was an outspoken advocate for investigating the case of Jeffrey Dahmer (sex assault victim and serial killer), who lived just two blocks from Moore.

Moore was born in Racine but has lived most of her adult life in Milwaukee. Moore is the eighth child of nine siblings. Her father was a factory worker, and her mother was a teacher in public schools. Moore was a student council president at North Division High School. Marquette University was her next college. She became a single mom and welfare recipient. In 1973, she earned a Bachelor’s degree in Political Science.

AmeriCorps VISTA employed her as an organizer. She was an organizer for AmeriCorps VISTA. Through this program, she helped to create the Cream City Community Development Credit Union. This credit union offers loans and grants to low-income residents who want to start their own businesses. She was the recipient of the “VISTA Volunteer of the Decade Award” from 1976 to 1986. She worked as a neighborhood developer for the City of Milwaukee, and also for the Department of Employment Relations and Health and Social Services. Moore was also a housing officer for Wisconsin Housing and Economic Development Authority.

Moore’s son, Sowande Ajumoke Omokunde was arrested in connection with the November 2, 2004 tire-slashing of official Republican Party vehicles in Milwaukee. He was charged with a felony in connection with the event on January 24, 2005, but agreed, on January 20, 2006, to plead no contest in exchange for a sentencing recommendation of restitution and probation. On April 26, 2006, Milwaukee County Circuit Judge Michael Brennan sentenced Omokunde to serve four months in prison and to pay $2,305 in fines and restitution. In response, Moore said, “I love my son very much. I’m very proud of him. He’s accepted responsibility.”
