Guillermo Vargas is one of the most popular and richest Painter who was born on September 18, 1975 in San José, Costa Rica. Guillermo Vargas Jimenez, also called Habacuc, (born September 18 1975, San Jose, Costa Rica) is an artist well recognized for the controversy he caused by the display of an emaciated dog at the gallery of Nicaragua in 2007.

Guillermo Vargas studied to be an educator in special education in the Universidad Interamericana de Costa Rica but did not complete his degree. Vargas declares himself self-taught artist. Vargas’s mediums include painting, photography performing art, theatrical dance, installation art and video. He has shown in Mexico, Nicaragua and Costa Rica and also in the Inter-American Development Bank in the United States. Vargas was selected as one of the six members who came from Costa Rica to present at the Bienal Centroamericana Honduras in the year 2008 and then again at the Bienal of the Istmo in of 2010. In June of 2010 two of Vargas’s videos were scheduled to be shown in the Bienal de Pontevedra in Spain but, when Vargas appeared in the event wearing the T-shirt with the words “camisETA,” his videos were taken out of the program.

The project was the subject of controversy when it was discovered that the dog died of starvation as part of Vargas’s project. Photos of the exhibit surfaced on the Internet and showed the dog strung to the wall within a space filled with people standing. There are no clues on the pictures of where or the time they were taken nor the person who they were taken by. The anger sparked by these images and the claims that the dog was forced to starve quickly spread throughout the world through blogs, e-mails and other sources that aren’t confirmed online, such as petitions on the internet to stop Vargas from taking part at the 2009 Bienal Centroamericana held in Honduras which garnered more than the four million signatories. Vargas has signed the petition and said that he, too has signed the petition.

In August of 2007 Vargas showcased the work “Exposicion Ndeg 1” in the Codice Gallery in Managua, Nicaragua. The exhibition featured the burning of 175 pieces crack cocaine as well as an amount of marijuana, while the Sandinista music played backwards. The exhibit also featured an obese dog shackled to a wall using an elongated rope “Eres Lo Que Lees” (“You are what you read”) printed on the wall with the form of dog food. According to Vargas the piece contained five elements: media.

After conducting an investigation, after conducting a probe, Humane Society of the United States was informed that the dog was suffering from a condition of hunger when it was rescued and then escaped after just one day in captivity but the group strongly opposed “the use of live animals in exhibits such as this.” It was also reported that the World Society for the Protection of Animals (WSPA) also looked into the exhibit. WSPA determined the information about the subject matter as “inconsistent” and met with sponsors of the Honduras Bienal to ensure that there would not be any animal abuse during the 2008 show in the country.

In December 2013, Vargas presented his work Axioma in a gallery in Heredia, Costa Rica. Habacuc presented a healthy dog (named Axioma) and promised to begin a blog, publishing one photo per day of the dog until the Costa Rican elections in February 2014. The photos were said to show the effects of the passing of time on the dog and were to paired with images of the “myths” reported in the official report on the state of the nation. Vargas was accused of planning to document the starvation of the dog. The animal welfare organization Asesoría Legal Animal published one of the photos on Facebook, asking for help in stopping Vargas. In the ensuing controversy, the blog was taken down, and the Costa Rican National Animal Health Service investigated the case, finding the dog in good health. Vargas explained that he had found the dog in the street in 2010 and had documented its recuperation over time. The idea had been to upload the photos of the dog’s recuperation in reverse order. Vargas described the reaction to his work as typical of a world in which people form opinions without being informed.
