Guglielmo Epifani was born Rome during the year 1950. The family relocated in 1953 to Milan but then returned to Rome in the Talenti neighborhood. There, Epifani graduated from secondary school in the Liceo classico, obtaining a classical education diploma in the year 1969. In 1973, he graduated from Sapienza University with a degree in Philosophy and Literature with an essay about Anna Kuliscioff. He then joined the CGIL in which he was employed as an active trade unionist. In 1974, he headed the publication house for the Confederation and the Esi which significantly increased its prestige and personal status within the Confederation. He then within two years, he transferred in the Office of Auditors, where is responsible for the contract policies of the categories and later the entire Industry Bureau of the Confederacy.

Following the Italian election of 2013, Epifani received a seat in the Chamber of Deputies as a candidate for the Democratic Party in the constituency list Campania I. On the 11th of May, 2013 Epifani took over as Secretary for the party, and was given the task in leading the party through the next convention. Epifani is the first ex- Socialist to head the PD.

After the expiration of the term of Sergio Cofferati, Deputy of the union from 1994 until 2002.
