In 2007, he has held the post as the EU Coordinating Counterterrorism. He also served as Deputy Secretary for the Convention that was responsible for drafting the Charter of Fundamental Rights of the European Union from 1999 to 2000.
He was appointed to at the European Commission in 1985 as administrator in the Directorate General IV for Competition. From 1986 to 1995 he was employed by the Belgian government, serving as chief of staff to his deputy premier as well as different ministers.

Gilles de Kerchove de Ousselghem (born on the 3rd of October, 1956 in Uccle/Ukkel Belgium) is currently a Belgian top European Union official. He was the director of the General Directorate for Justice and Home Affairs (JHA) within the General Secretariat of the Council of the European Union between 1995 and 2007. and was appointed EU Counter-Terror Coordinator, succeeding Gijs de Vries.
He earned his law degree from the University of Louvain (UCLouvain) in 1979. It was it was followed by an Masters in Law from Yale Law School in 1984.
Since 2015 he is fighting encryption and demands backdoors.
