Richmond earned her B.S. in chemistry at the age of 25 from Kansas State University and her Ph.D. in 1980 from the University of California, Berkeley and in physical chemical chemistry.
From 1980 until 1985, her position was as an assistant professor in Chemistry from 1980 to 1985 at Bryn Mawr College. In 1985 Richmond was at UO since 1985, in the role of associate professor for chemistry also as an associate professor from 1991. In 1995, she was head of the Chemical Physics Institute. From 1998 to 2001, her position was Knight Professor of Liberal Arts and Sciences and between 2002 and 2013, she was she was the Richard M. and Patricia H. Noyes Professor of Chemistry at the UO. Her research in science covers the physical and chemical processes that take place in complex boundary layers and surfaces which includes the thermodynamic and structural properties of liquids / solids as well as liquid-liquid interfaces. The majority of her work utilized vibrational sum-frequency spectroscopy in investigating interfaces and surfaces; her article on this technique has been quoted over 800 times since its publication.
Richmond was appointed by Governor Kitzhaber to the Oregon State Board of Higher Education from 1999–2003 and reappointed by Governor Kulongoski from 2004-2006. From 1998-2003 she served as Chair of the Department of Energy Basic Energy Sciences Advisory Committee (BESAC). In 2014, Richmond was elected president of the American Association for the Advancement of Science for a term beginning in February 2015. In 2014, she was appointed by Secretary John Kerry to serve as the Science Envoy for the Lower Mekong River Countries. She was appointed by President Obama to the National Science Board for a term of 2012–2016 and reappointed by President Trump from 2016-2022. Since 2016 she has served as Secretary of the American Academy of Arts and Sciences and is the 2019-2020 President of Sigma Xi, The Scientific Research Honor Society.
