McDowell (born on April 21 1952) is an U.S. politician from the state of Michigan. He was elected to three 2-year term in the Michigan House of Representatives and was in office from Jan. 1, 2005 until January 1, 2011. In 2010 , and 2012, McDowell was the Democratic candidate in the state’s 1st congressional district in opposition to Republican Dan Benishek. Prior to his time in the Michigan House of Representatives, McDowell was an elected participant on the Chippewa County Board of Commissioners for 22 years. McDowell also served as a member of the Chippewa County Economic Development Corporation Board of Directors from 1987 to 2004.
On September 15th, 2011, McDowell announced his intentions to challenge Benishek during the 2012 presidential election. McDowell has been recognized by the AFL-CIO as well as the Blue Dog Coalition. McDowell failed to beat Benishek for the second time in a row election, falling to the new incumbent by fewer than 2,000 votes out of 347,000 votes put in. McDowell was contemplating contesting Benishek for the third time in Election of 2014. However, McDowell did not.
He was elected in 2006 and gained his second term of re-election in 2006 by defeating Republican Jay Duggan 59 percent to 41 percent. He also gained the 3rd and final term, defeating Republican Alex Strobehn 65 percent to 35 percent.

McDowell was born on and was raised on a farm situated in Rudyard, Michigan. McDowell is the oldest of 10 children. His father was John Deere’s salesman and an hay broker. The mother of the family was a domestic. The student graduated of Rudyard High School in 1970 and then went to Lake Superior State University.
In 2002 the year 2002, he was a candidate in Michigan’s 107th House District and was able to challenge the incumbent Republican Scott Shackleton. McDowell lost by 69 percent, while winning by 31 percent. In 2004 Shackleton was exempted from term limits in to the Legislature and McDowell was able to run for the seat again. McDowell was defeated by Walter North, a former State Senate 54 percent to 46 percent.
