As the youngest child of four Neall’s family relocated to Brisbane at the time when she was born. Their father Allan was graduated from The University of Queensland and had been offered a job at one of the companies in oil. Her brother was thirteen years older than her and her two sisters were eight and twelve years older than her and eight years older, respectively. The family she was born into had a pool in their backyard that was uncommon in the 50s of Australia. Neall was at first shy, and was reluctant to walk her feet away from to the water’s bottom. When asked the person who taught her how swimming, she said she attributed the responsibility to her mom Thelma who was unable to swim in any way.

In the middle of 1968, Neall broke her arm during a gymnastics class at school. She was unable to return for three months. In 1969, she returned to the New South Wales Winter Championships which she won enough to be selected for the state team tour in New Zealand. In her first international meet she was crowned the winner of the 400-metre freestyle, beating Karen Moras and Denise Langford. Neall began the 1969-70 season of pool season off on a shaky beginning. She did not win any medals at her participation in the State Championships and was disqualified in the individual medley 400m after breaking the state record during the heats. Three silvers and a bronze medal made her qualify to Adelaide to compete in the national championships for the under-16 age group. She took home the 400-metre individual Medley, which was the fastest time ever recorded in the Commonwealth for this year. She displayed a variety of skill by taking silver in the 200m butterfly, and silver in the individual 200-metre Medley.

In 1971, she switched to the coaching of Don Talbot at his Hurstville squad, after her parents became increasingly uncomfortable with Carlile, perceiving that he did not have confidence in her ability to win at the highest level. Talbot had overseen her training as the national coach for the Commonwealth Games in 1970. Neall’s father felt that his daughter’s performance improved as a result of Talbor’s individual attention to his swimmers, thereby building their confidence. The switch also meant a larger burden on the family; Hurstville was 32 km from the family home.

Neall continued her rise after the Commonwealth Games by winning the medley double and a silver medal in the 200-metre butterfly at the 1971 New South Wales Championships. At the winter nationals, she won the 400-metre medley and took silver in both the 200-metre medley and the 200-metre backstroke. She finally broke through for her first title at the 1971 Australian Championships in Hobart, taking the 400-metre individual medley in a time of 5 m 16.5 s.

Neall soon found success, and she won her very first New South Wales Championship in her age category of backstroke when she was 11 years old in 1966. At the age of 11, she competed in an open State Championships, and came third in the 200-metre backstroke in order to be eligible for 1967’s Australian Championships in Adelaide. From her first appearance through her eventual retirement, in 1974 she was the final in each event that she participated in.
