Frederick Thomas Horne (born August 25 1961) is a Canadian retired politician and former member of the Legislative Assembly of Alberta for the Edmonton-Rutherford constituency as the constituency of Edmonton-Rutherford as a Progressive Conservative.
On the 12th of October the 12th of October, 2011 Horne was named Secretary for Health and Wellness. He was removed from Cabinet on September 15, 2014.
In the provincial election of 2008, Horne recaptured the Edmonton-Rutherford constituency of the Progressive Conservatives after Liberal Rick Miller beat Tory Ian McClelland in 2004. Horne defeated Miller by the 62-vote margin to win the second-closest race out of all the 83 provincial constituencies.

Horne an ex-debater and debate coach, relocated to Ontario in 1992 to Alberta in 1992, to take on the role of executive director for the Alberta Debating and Speech Association. He then coached Team Canada at the World Schools Debating Championships. In the years prior to his election, he worked for 25 years as health policy consultant working with various government agencies and health professional bodies and research organisations to create health healthcare. Horne has a master’s degree in business administration in business administration from Royal Roads University in Victoria, British Columbia and a postgraduate certificate on dispute resolution by York University.
Horne failed in his initial attempt to be elected an MLA. In the provincial election of 2004 Horne was defeated by Liberal candidate Kevin Taft by almost 7,000 votes in the district of Edmonton-Riverview. Following his election, he was made executive assistant to health minister Dave Hancock, a position that he held up to the time of the election.
