Baker was a student at his studies at the New Mexico Institute of Mining and Technology from 1970 until 1973. Baker developed the technology for computer networks in 1978 with Control Data Corporation (CDC), Vitalink Communications Corporation, and Advanced Computer Communications.
From 1989 onwards, Baker has been involved in his involvement with the Internet Engineering Task Force (IETF) The body that establishes guidelines for using the Internet. Baker was the chair of several IETF workgroups, which included several which defined Management Information Bases (MIB) which are used to manage bridges between networks and the most popular telecommunications links. Baker was the IETF chairman from the year 1996 until 2001, after which the chair was replaced by Harald Tveit Avestrand. He was on the Internet Architecture Board from 1996 until 2002. He co-authored or edited more than fifty Request for Comments (RFC) documents regarding Internet protocols, and has contributed to other documents. The topics covered are the management of networks, Open Shortest Path First (OSPF) and Routing Information Protocol (RIPv2) routing and the quality of services (using each of using the Integrated services and Differentiated Services models) Legal Interception as well as precedence-based service on the Internet and other.
As of 2005 he co-chaired the IPv6 Operations Working Group in the IETF, represents IETF on the National Institute of Standards and Technology Smart Grid Smart Grid Interoperability Panel and Architecture Committee (until 2013), and is Cisco’s representative to a Broadband Internet Technical Advisory Group. Baker also has several patents.
