Frank Dean Lucas (born January 6 1960) is an American politician, currently serving as the U.S. Representative for Oklahoma’s 3rd congressional district , as of 2003. He was previously representing the 6th district from 1994 until 2003. Lucas is a part of the Republican Party and serves as the majority participant on the House Committee on Science, Space and Technology. The district, which was designated by the number 6 from 1994 until 2003, was the biggest district of the state’s congress and among the biggest in the country that doesn’t cover all of the state. It comprises 34,088.49 square miles and extends from the Panhandle until the fringes in the Tulsa suburbs, covering nearly fifty percent of Tulsa’s land.

In 2014’s Republican primaries, Lucas was able to win 83% votes. 12 percent of the vote were cast for Robert Hubbard; and 5 percent were cast by Timothy Ray Murray.

Lucas district was renumbered to the 3rd district after Oklahoma lost a district during the year 2000 Census. The district that was already huge was expanded. He was unable to hold his stake in Oklahoma City, which was the home of 60 percent of the city’s population. He used to represent a large portion of downtown which included the location for the Alfred P. Murrah Federal Building. He continues to represent that part of the city which is within Canadian County. To compensate the huge population loss the 3rd district was pushed further eastward and included a number of the suburbs in Tulsa’s west (including the city in Tulsa itself) as well as some rural regions. In the end, his district now covers 48.5 percentage of Oklahoma’s total landmass and is almost as big as the state’s four other districts.

His first run for Oklahoma House of Representatives in 1984 as an Republican against incumbent Democrat but narrowly lost. Another attempt in 1986 fell in the wrong direction, however he was able to win in 1988. He was defeated in 1990 when the legislative body made his district more friendly to Democrats. But he resurfaced in 1992.

In 1994, the 6th District Congressman Glenn English stepped down to become an advocate for electric cooperatives in rural areas. Lucas took his Republican primary for the election in May 10. Lucas was challenged by Dan Webber, press secretary to U.S. senator David L. Boren. The 6th was by far the biggest in the state, extending across the Panhandle through the city of Spencer which was located in the northwestern Oklahoma City metropolitan area. But the legislature had altered the boundaries so that it contained a number of low- income Oklahoma City neighborhoods that had never been Republican. Lucas was able to pull off a major upset winning 8 percentage points, and carried 18 of the 24 counties in the district. His win has been interpreted by some as a signpost to the wave that would follow six months later, which saw Republicans become the majority in the House for the first time in over 40 years. Lucas himself was elected to an entire term during the wave, with 70 percent of the votes. He was re-elected seven times and never fell below 59 percent vote. He even won unopposed in 2004 and 2002.

On April 7, 2014, Lucas introduced the Customer Protection and End User Relief Act (H.R. 4413; 113th Congress) into the House. The bill would reauthorize the Commodity Futures Trading Commission through 2018 and amend some provisions of the Dodd–Frank Wall Street Reform and Consumer Protection Act.
