Francisco Duque III is one of the most popular and richest Politician who was born on February 13, 1957 in Manila, Metro Manila, Philippines. Francisco Tiongson Duque III (Tagalog”fran’sisko “duke”] born on February 13, 1957) is a Filipino doctor and official of the government currently serving as Secretary of Health from 2017. He is a member of the Cabinet under president Rodrigo Duterte. He was also the Secretary of Health from 2005 until 2010 under the administration the President Gloria Macapagal Arroyo. From 2010 until 2015, he was the chairman of the Civil Service Commission.

In June of 2005 the President Arroyo was appointed by President Arroyo Duque in the role of Secretary to the Department of Health because of his exemplary management in the direction of PhilHealth. In his role as DOH Secretary, the organization has made many significant accomplishments and milestones related to public health care , which contributed to helping DOH achieve high ratings of approval. Under his leadership in office, it was noted that the World Health Organization (WHO) noted the Philippines for being among the three countries that had great risk communication strategies in the fight against the dangerous AH1N1 virus. Duque’s five-year tenure as the head of DOH was not without its swift and consistent response efforts to diverse health emergencies and catastrophes like the Guimaras oil spill (2005) and the Leyte Guinsaugon landslide (2006) and the The St. Andrew’s High School’s mercury leak (2006) and melamine-laced milk products (2008) as well as Typhoon Ondoy (2009) and Ebola Reston in the pigs (2009). Duque was also an Anti-Hunger Czar via his role as Chair of the National Nutrition Council (NNC) which was appointed by the President to supervise the implementation of programs to combat hunger of 27 agencies of the government. Duque was also appointed the Presidential Oversight Chair for the Philippine Charity Sweepstakes Office (PCSO).

Under Duque’s Chairmanship, the CSC was conferred the “Governance Trailblazer Seal” after it achieved the highest compliance rating of 9.03 at the Performance Governance System (PGS) Revalida on October 14, 2011. Under his chairmanship, the CSC got the highest rating, with 98 percent of clients saying they were satisfied with the services they received from the CSC based on a Pulse Asia survey which covered the period October 24 to November 17, 2011.

In EMDC’s case, Duque reiterated that the lease of the EMDC property was advantageous to the government because it allowed the Philhealth Region I Office to move out of a building that was declared a fire hazard. Also, the lease went to the proper procurement process and the directive of leasing office space is managed by the Regional Vice President of PhilHealth, and not the Board in which he was an ex-officio member. Duque also informed then PhilHealth CEO Alex Padilla in 2013 about his shares and was not ordered to divest, thus implying that there was no conflict of interest.

In June 2001 the president Gloria Macapagal-Arroyo appointed Duque as President and Chief Executive Officer for the Philippine Health Insurance Corporation (PhilHealth). As the President of PhilHealth Duque was the first to initiate and directed the PhilHealth Plan 500/GMA Indigent Program that has accelerated the process of enrolment of the 500,000 urban poor in the National Health Insurance Plan (NHIP) within the span of one (1) calendar year. By 2003, the number of indigents of the NHIP initiative amounted to 8 million people. The president Arroyo delivered PhilHealth as a demonstration of the administration’s achievements with the success of enrolment in 5.9 million families, or 29,901,890 beneficiaries under the NHIP in 2004.

Duque received his high school certificate from Lourdes School in Quezon City in 1974 and his bachelor’s degree in Zoology at the University of Santo Tomas (UST) in 1978. Then, he earned the Doctor of Medicine degree from the UST Faculty of Medicine and Surgery in 1982. Duque continued his studies at the United States, where he obtained the master of Science degree in pathology at Georgetown University in 1987. The school was Georgetown where he completed his the training of a scientist in immunology between 1985 and 1988. He graduated in 1992. Duque completed a postgraduate course in executive education on health Program Management at the Harvard University School of Public Health and the Graduate School of Management in Boston, United States.

On January 11, 2010, Duque was appointed as the Chairman of the Civil Service Commission (CSC). By March 9, 2010, Chairman Duque was named Vice-Chairman of the Career Executive Service Board (CESB). During his time as CSC Chairman, Duque was pivotal in developing the CSC Roadmap for Development and Reforms for 2010–15, a five-year blueprint that details the priority programs of CSC for the country’s 1.4 million civil servants. Duque’s other landmark programs included the Strategic Performance Management System (SPMS), Botika Para sa Taumbayan, Contact Center ng Bayan, and the CSC Computerized Examination System or COMEX.

In response to Secretary Duque’s lack of leadership and transparency, at least 15 senators filed Senate Resolution No. 362 on April 16, 2020, to revoke his position.
