Alves was born in Rio de Janeiro, Brazil and was a member of the Brazilian navy for a few years before relocating in America after 1997. He was granted asylum as a political activist within America in 1998. United States in 1998 based on his political views and sexual orientation. This was after writing the book Toque de Silencio (“Call to Silence” 1997) in which he described his experience as a gay man within the Brazilian navy. The request was granted as according to Alves the book, he was subjected to death threats after the publication of his book. While a variety of human rights organizations, LGBT activists, and former Sao Paulo mayor Marta Suplicy have backed his claims however, it also caused a split in members of the Brazilian homosexual community. He was a student at Columbia University in New York City where he received the degree of an undergraduate in political Science. In the beginning of 2000, he was an assistant to the then-Congressman Anthony Weiner (D-NY) and the then-New York senator Hillary Clinton (D-NY).
In 2007 Alves quit politics and enrolled in New York University to study film production. In his time at NYU, he wrote and directed the film Even in My Dreams, which won the Technisphere Award from NYU for the top student film and was shown in a variety of film festivals across the globe. The film also won the of the Golden Palm Award at the 2009 Mexico International Film Festival, as well as the Golden Ace Award at the 2009 Las Vegas International Film Festival. In June of 2010, Flavio released his short film The Secret Friend, starring Viola Harris and Siobhan Fallon as the main characters. The film won numerous nominations and awards after its premier during The Palm Springs International Film Festival in 2010. It was voted Best of the Fest. Alves directed the award-winning short film Tom in America (2014) featuring Academy Award nominees, Burt Young and Sally Kirkland, has been presented at over 140 film festivals around the world and was also shown on the cable channel HereTV.
Flavio’s most recent film, The Garden Left Behind, is his first feature-length project and stars Michael Madsen and Ed Asner. The film was well received in the media, and was widely praised for having a strong trans representation in front of and behind the camera, including the lead, Carlie Guevara. The Garden Left Behind premiered at SXSW Film Festival in 2019, where it won the Audience Award.
