Fernando Cheung Chiu- hung (Zhang Chao Xiong , born 23 February 1957 located in Macau) is an Hong Kong politician, the vice-chairman of the Labour Party, and a member of the Legislative Council.

Cheung presented a motion in support of the universal suffrage referendum for the 2007 chief executive election within Hong Kong. Cheung said that the Chinese administration had warned the pro-democracy Hong Kong lawmakers not to organize the referendum on universal suffrage in 2007/08. Three members of the Democratic faction said they would not support this motion during the legislative council’s constitutional affairs panel meeting, he told them,

Maybe the three councillors were afraid that a referendum would be legally binding which is why they were reluctant to back my motion. I think every lawmaker from the Democratic Party remains a believer in the 2007-08 election target. My vote doesn’t mean they’ve given up on universal voting.
