Fabrizio Barca (born 8 March 1954) is an Italian senior civil servant and politician who was the state minister with no responsibility for territorial cohesion in the Monti cabinet from 2011 until 2013.
On November 16, 2011 the minister was named of territorial cohesion in the cabinet headed by the prime Minister Mario Monti. On July 12, 2012 Barca approved and then launched an online portal that was the first national portal on the execution of investment plans for the period between 2007 and 2013 by regions as well as central government administrations of the state, as well as cohesion policies. All the data contained on the website were released to the public as open data making it Italy’s biggest open data initiative. Barca’s term ended on April 2013 and he was replaced by Carlo Trigilia in the post. Before he left office, Barca joined the Democratic Party in April 2013.
He served as an adviser of his European Union commissioner responsible for regional policy. On April 9, 2009 he drafted an independently-authored report on behalf of the European Commission, entitled An agenda for reforming the cohesion policy. Barca was also the director of the department of development policies. Barca was Director of the Department of Development policy within the ministry of economics and finance prior to his appointment as minister in the year 2011.

Barca was born in Turin as being the child of a top participant of the old Italian Communist Party (PCI). He graduated from La Sapienza University of Rome. Barca received a master’s degree in economics at King’s College, Cambridge in 1979. Barca also conducted research at the Massachusetts Institute of Technology (MIT) from 1989 until 1990 and then at Stanford University in 1994.
Barca’s posts in the public sector included division chief in his department’s research division at Bank of Italy, chief of the department of cohesion and development policies in the Treasury as well as the president of the The OECD’s territorial policy commission (1999). While at the Italian Treasury, he collaborated alongside Carlo Azeglio Ciampi, then treasure minister. In fact, Ciampi was the one who appointed Barca to the position. The reason he was appointed was that he was one of the an emerging group of Italian economists during the 1990s, and also his fame that he earned during his time as a banker at the Bank of Italy.
In 2014 Barca published his memoir in which he described the party he desired.
