Withers was named the head of the coaching staff at UNC on the 28th of July 2011, following the announcement the fact that Butch Davis had been fired due to a scandal that involved improperly granted benefits to players by an agent and excessive parking tickets collected by players, the overuse of tutors, plagiarism and other blunders that led to sanctions which included a two-year suspension and a decrease in scholarships, and the forfeiture of 16 wins during the 2009 and 2008 seasons. Withers was found to have declined to cooperate with the university-sponsored Wainstein investigation which occurred after his tenure as a head coach was over at the school.

On December 20, 2013, Withers accepted the position of head football coach at James Madison University. Withers was terminated from the position on November 18, 2018 because of the lack of success and wins for the program. He was replaced by West Virginia University offensive coordinator Jake Spavital.

With Withers being the coach of his team of Tar Heels as the new head coach, the 2011 season kicked off with a lot of distractions. They Tar Heels beat their first opponent, FCS school James Madison University 42-10. Bryn Renner set the single school record for the game’s finishing percentage with 95.7 percent. The Heels defeated Rutgers University 24-22, holding the Scarlet Knights to one total yard of rushing and 244 yards in total. In the following week the Oldest Rivalry in the South was played again, in which Carolina defeated Virginia University of Virginia 28-17. UNC ran for 222 total yards , for the average 5.4 yards per run. The Heels then went to Atlanta to take on the 25th team in Georgia Tech, dropping this game 35-28. Georgia Tech had 312 yards running and 496 yards in total in the game. The Heels faced East Carolina University beating them 35-20. The Heels were then able to defeat their rivals at the University of Louisville 14-7. Giovani Bernard is the only Tar Heel rusher in 27 years to run for more than 100 yards over four consecutive games. Bernard has extended his run of 100-yard rushes to five games in UNC’s defeat of 30-24 against University of Miami. The Heels were able to recover an offside with just under one minute remaining however, time was up before they scored. The Heels then went towards Clemson University to play the Tigers which they lost by a score of 59-38. This was the second highest number of points conceded by The Tar Heels in their 405 ACC games, only trailing the 63 points they surrendered in an encounter with Florida State University in 2000. The next game was a Homecoming event for the Heels who defeated Wake Forest University 49-24. UNC recorded a total of 506 yards and also threw four interceptions during the game. The next game for the Heels was the game of rivalry against North Carolina State University in Raleigh in which the Heels were defeated 13-0. It was the fifth consecutive defeat to the Wolfpack which was the first time they had been shut out in the game since 1960. Giovani Bernard did surpass the 1,000-yard record for the season, but as a group, the Heels were limited to just only three total yards of in rushing. On the night of a Thursday at Blacksburg, Virginia the Heels fell to Virginia Tech 24-21. Dwight Jones passed the 1,000 yards of receiving in the regular season which made that the Tar Heels the first team to boast a 1,000-yard rusher and receiver during that same year. UNC finished its regular campaign with a victory at home against the arch-rival Duke University, winning 37-21. The Heels have won 20 of the 21 games played in the series and have an all- time advantage of 58-35-4. Dwight Jones’s 79 receptions as well as Brynrenner’s 23 TD passes record-setting single season in the history of players of the Tar Heels.
