Thomas was born in Huntington, New York, and was raised in close proximity to Cold Spring Harbor. He graduated from Phillips Academy, Harvard University (B.A. ) and The University of Virginia School of Law (J.D. ) From 1991 to the present, He was a reporter, editor, and writer at Newsweek for the span of 24 years. The primary source of the policy was Executive Order (EO) 12356 (April 1982) which was enacted by HR 10-24(c)4. In these regulations, CIA may grant individual researchers and former Presidential appointees access access to classified documents, provided that the person granted access agrees to a confidentiality agreement and agrees to permit the Agency to scrutinize his research to ensure there is no classified information in it. The former DCI Robert Gates directed that the CIA History Staff locate and give records to meet Mr. Thomas’s research needs. Thomas’s article was later examined in accordance of his confidentiality agreement and was approved on March 2nd, 1995 by the Information Review Officer of the Directorate of Operations, with the approval from the Office of General Counsel. in 1996 Thomas published an article in the journal of the Central Intelligence agency, Studies in Intelligence, detailing his experience of being granted the privilege of access to the past the classified files of the CIA.
