Evan Hollin Jenkins (born September 12 1960) is an American politician who has been the Chief Justice on the Supreme Court of Appeals of West Virginia from 2018. He was an U.S. Representative from West Virginia from 2015 until 2018. His party is Republican and has changed his party affiliation to Democratic in 2013.

Jenkins was appointed to his seat in the West Virginia State Senate at the time of 2002 after he defeated Democratic incumbent Marie Redd in the primary election, and the former State Senator Thomas Scott in the general election. After 2006, Jenkins beat Redd at the time of the primary election, as well as Scott at the general vote (with 64 percent of the vote). In 2010 Jenkins was again elected as a member of Senate District 5 of the West Virginia State Senate, District 5, unopposed in the general election.

The National Right to Life Committee, West Virginia Chamber of Commerce, and West Virginians for Life, all of which had previously supported Rahall, supported Jenkins in 2014, and the West Virginia Coal Association endorsed Jenkins in September 2014. On October 2, managing editor Kyle Kondik of Sabato’s Crystal Ball said the race was a toss-up, calling it “Super close, super expensive and super nasty.” Rahall outspent Jenkins in the election by a two-to-one ratio.

Jenkins ran unopposed in the Republican primary. He faced Rahall in the general election in November 2014. An early poll showed Jenkins with a double- digit lead over Rahall.

Jenkins was an elected senator in his district in the West Virginia Senate from the 5th district, which includes Cabell County and a small part in Wayne County. Jenkins was in all chambers in the West Virginia Legislature in Charleston for a period of 20 years. He had been elected a member of the House in 1994, before being appointed to the Senate in 2002. He resigned his seat in the 2014 election for Congress in which he defeated his incumbent Democrat Nick Rahall.

Jenkins received his B.S. in Business Administration/Education at his home at the University of Florida in 1983. He later earned his J.D. from the Samford University Cumberland School of Law in 1987.

In 2012, it went for Mitt Romney 66-32 percent, making it the second-most Republican district in the nation to be represented by a Democrat. Jenkins and Rahall had contributed to each other’s campaigns in the decade’s previous election cycles.
