On February 2nd 2013 the rector was appointed Titular bishop from Tibiuca and also Vicar Apostolic from Pando. On April 24 2013, the bishop was ordained by the Cathedral Church of Riberalta by the bishops Luis Morgan Casey, vicar the apostolic emeritus bishop of Pando and cardinal Julio Terrazas Sandoval, archbishop of Santa Cruz de la Sierra along with Tito Solari Capellari, archbishop of Cochabamba.
Since 2000, he’s been Episcopal Delegate to cochabamba’s Pastoral Social- Caritas and Social Services of Cochabamba and, since 2012, as the spiritual director for Cochabamba’s Archdiocesan Major Seminary “San Luis” of Cochabamba. He is also the president of Bolivian Blood Donors Association (ABDS).

His birthplace was in the year 1957 in Gazzaniga the village of Gazzaniga situated in the provincial of Bergamo (Italy). He was ordained as a priest within the Diocese of Bergamo on the 20th of June 1981. From 1981 until 1991 the Bishop Coter served as a priest in the Diocese of Bergamo as the an associate pastor for Grassobbio as well as Gandino.
After completing a course of study at the Missionary Centre (CMU) in Verona in Italy, he was appointed fidei donum priest to Bolivia from 1991. As part of within the Archdiocese of Cochabamba as a parochial vicar at Villa Tunari and Sacaba in addition to Villa Tunari, and then the parish clergy for the parish of Condebamba in Cochabamba (from 1996 until 2000). In his time in the Archdiocese of Cochabamba the priest was also a president and member of the Foundation “San Lucas”, legal representative of the “Celim” NGO of the diocese of Bergamo in Bolivia as well as a and a member of the Diocesan Pastoral Council.
In November, 2015, Coter was appointed President of Caritas Bolivia.
