There was a debate about why the Norwegian minister of Culture as well as Church affairs, Trond Giske, said that Pettersen’s stance on the ordination of gay priests living in relationships with other people was not the main reason for the selection even when Pettersen was the only one chosen for the post who supported this.
Pettersen was an instructor in the MF Norwegian School of Theology from 1975 to 1976 , and between 1981 and 1984 In addition, he served as a theological advisor in the Diakonhjemmets school for social workers from 1977 until 1979. He also served as a consultant to the Church of Norway from 1979 until 1985. From 1985 until 1989 the priest was a missionary at Joinville, Brazil. After his return in Norway around 1989, he served as the department director for the Institutt for Kristen Oppseding (IKO) which that he held until the year 1996. Then, he was Director of the Church of Norway executive council between 1996 and 2006. Pettersen was the primary priest of the parish at Nordstrand Church in Oslo from 2007 to 2009.
