Carter began her career in academia at UCLA between 1988 and 2004 where she assisted in helping establish two institutes: the Institute for Pure and Applied Mathematics and the California NanoSystems Institute. Carter is a theorist as well as a computational scientist who works with quantum mechanics, solid state physics as well as applied math.
Carter is an active participant in the American Academy of Arts and Sciences (2008) and in the American Association for the Advancement of Science as well as The American Physical Society, the American Vacuum Society (1995) as well as members of the International Academy of Quantum Molecular Science (2009) as well as The National Academy of Inventors (2014) and the National Academy of Sciences (2008) as well as the National Academy of Engineering (2016). Carter is also a Fellow of the American Chemical Society.
From 1988 until from 1988 to Carter was a professor in Chemistry in the Department of Chemistry and Materials Science and Engineering at the University of California, Los Angeles. In those years she was Professor Dr. Lee’s visiting Research Fellow for the sciences in the Church of Christ Church, Oxford (1996) and visiting scholar within the Department of Physics at Harvard University (1999) as well as an associate professor with the Department of Aeronautics in the California Institute of Technology (2001). She was transferred from Oxford to Princeton University in 2004 as Professor of Mechanical and Aerospace Engineering and Applied and Computational Mathematics. In 2006, she was named the Arthur W. Marks ’19 Professor. From 2009 to 2014, she was co-director of the Department of Energy Frontier Research Center on Combustion Science. She was named the founding Director of the Andlinger Center for Energy and the Environment in the year 2010. Gerhard R. Andlinger Professor in the year 2011, and the Dean of the School of Engineering and Applied Science in the year 2016.

Carter earned an undergraduate degree in Chemistry at the University of California, Berkeley in 1982. She received the Ph.D. in physical chemistry in 1987 by the California Institute of Technology, in which she collaborated alongside William Andrew Goddard III, studying heterogeneous and homogeneous catalysis.
Carter was a postdoctoral researcher in The University of Colorado, Boulder in the academic year 1987-1988. She collaborated alongside James T. Hynes to develop seminal research on the dynamic of (photo-induced) electron transfer in solutions, and together with Hynes, Giovanni Ciccotti, and Ray Kapral to develop the popular Blue Moon ensemble that is a rare sampling technique used for condensed-matter simulations.
From 2016 to 2019, Carter was Dean of the Princeton University School of Engineering and Applied Science and the Gerhard R. Andlinger Professor in Energy and the Environment, as well as a Professor in the Department of Mechanical and Aerospace Engineering and the Program in Applied and Computational Mathematics at Princeton University. She was an associated faculty member in the Andlinger Center for Energy and the Environment, the Department of Chemistry, the Department of Chemical and Biological Engineering, the Princeton Institute for Computational Science and Engineering (PICSciE), the Princeton Environmental Institute (PEI), and the Princeton Institute for the Science and Technology of Materials (PRISM). She was the Founding Director of the Andlinger Center for Energy and the Environment from 2010–2016.
