The birthplace of Koshlukov was Pazardzhik, Koshlukov graduated from the English high school of the language in Plovdiv in 1985 . He later pursued a degree in English Philology within Sofia University. In the years 1991-96 Koshlukov also studied as an undergraduate in political science in the University of California in Santa Barbara.
In 1989, he was among of the main leaders in the creation of the first student groups within communist Bulgaria and was a participant in civil disobedience protests against the state. After joining UDF in the early 1990s, UDF in the beginning of the 1990s In 2001, Koshlukov got elected into the National Parliament for the first time in the NDSV. NDSV. The year 2004 was the time he created his own New Age (Bulgarian: Novoto Vreme) political party and became its president. The New Age party was unable to get representation at Parliament. In 2019, the Bulgarian Council for Electronic Media appointed Koshlukov interim Director General of BNT.
