The budget for 1994 introduced an annual tax freeze of three years that eliminating the tax on property transfers for first-time homebuyers and exempted green power devices from taxation as well as added 8,100 postsecondary educational spaces. The budget of 1995 extended the tax freeze for three years as well as increased postsecondary and health care funds, brought the debt management plan to a longer-term plan, and also imposed various cost-saving measures.
The 1996 budget projected a $25M operating surplus, but when the public accounts were calculated at the end of 1996 the operating result was a $355M deficit, the result of a 1.8% revenue over-estimate. Opponents of the government tried and failed to use the error to unseat the government after the 1996 election, with the judge concluding that the Minister had used her best judgement in projecting revenues.
