She was elected again on May 2nd 2011, at the time of the 2011 election, with 50.9 percent of the votes in her district. Following her victory, she was appointed to the post of minister of Human Resources and Skills Development within the Conservative minority government, which she will continue to hold until the next election.

In March 2015, a parliamentary ethics report on an affair linked to disgraced prime ministerial aide Nigel Wright found that Finley had breached conflict of interest rules in her capacity as minister by diverting funding to a favoured project in Markham whose promoter had close ties to the Conservative Party.

A long-time participant in the politics of The Conservative Party and its predecessors, Finley first ran for an office in at the time of the election in 2004. Finley defeated Bob Speller, a Liberal cabinet minister, with 1,645 votes. After her re-election in the election of 2006 she was elected by the cabinet minister of Human Resources and Skills Development. A Order in Council transferred authority for Social Development Canada to her also, and as such she was the minister of Human Resources and Social Development. Finley was transferred from Human Resources and Skills Development Canada to the Citizenship and Immigration Canada portfolio on January 4 in 2007. The next the following year Finley was allegedly threatened by officials of the sex industry regarding her support for legislation known as Bill C-17. Tim Lambrinos of the Adult Entertainment Association of Canada (AEAC) declared the “it’s not plausible” that any of the AEAC strip clubs are at fault to the threats.
