Davit Narmania was born on the 29th of September, 1979 Zugdidi in Soviet-era Georgia. He graduated from Tbilisi State University (TSU) with an economics degree in 1996. He then earned an MS from the university he attended in 2005. He was employed by numerous non-governmental, governmental and private organisations between 2001 and 2012 and taught economics in TSU’s Georgian Institute of Public Affairs as well as TSU. He was the co-founder of the non- governmental organization Caucasian Institute for Economic and Social Research and also an executive director of the institute from 2009 until 2012.

With Narmania winning 46.09 percent of the vote during the election of 15 June 2014 The race was then put into the second round of a runoff on the 12th of July. It it was won by Narmania, with 72.47 percent of the vote and his primary opponent and runner-up Nika Melia, a member of the United National Movement (UNM) was awarded 27.53 percent. Melia acknowledged defeat, however, he said that the vote was in part influenced by the arrest, on the 1st of July the ex-Mayor of Tbilisi Gigi Ugulava, who was the driving force behind the UNM’s electoral campaign. The election was characterized by another controversy regarding Narmania’s mom’s participation, Nora Todua, in the voting process in Koki, a community of Koki, Zugdidi Municipality; footage released by the UNM showed Todua an election commission member in the village, asking a person who was voting in the precinct to present her a marked ballot. In a statement, Narmania stated that his mother didn’t break the law, and her actions were “only motivated by motherly care”. Todua’s Zugdidi Election Commission eventually issued an advisory to Todua.

Narmania was appointed to his new position 2 August 2014, and was elected his 8th mayor of Tbilisi.

In 2012 Narmania joined the Georgian Dream (GD) coalition led by the tycoon Bidzina Ivanishvili and took part in devising the coalition’s pre-election economic program. After the GD’s victory in the October 2012 parliamentary election, Narmania assumed the office of Minister Regional Development and Infrastructure. At that time, the incoming cabinet planned to dissolve the ministry; Narmania’s portfolio was considered to be temporary and it was planned to move him to the position of First Deputy Minister of Finances. Yet, Narmania served as Minister Regional Development and Infrastructure until his resignation on 14 April 2014 on the occasion of his nomination as the GD’s candidate for the Mayor of Tbilisi at the scheduled June 2014 local elections.
