David John Mowat (born 20 February 1957) is a former Conservative Party politician in the United Kingdom. The MP was elected as the Member of Parliament (MP) from Warrington South, and was first elected in 2010’s general election. He was appointed the the Parliamentary Secretary Under Secretary of State by the Department of Health in July 2016, and was appointed as the Department of Health’s Parliamentary Under Secretary in July. The seat was vacated by Labour in the 2017 election.

The 10th September 2012. Mowat was appointed Parliamentary Private Secretary to then Financial Secretary of Greg Clark, the Secretary of Treasury, Greg Clark and then followed Clark into his position in the Cabinet Office following a reshuffle in the year 2014. Mowat quit the position in the year the year 2015.

Following the appointment of Theresa May as Prime Minister in July 2016, Mowat was appointed to the Department of Health as a Parliamentary Undersecretary of State.

Mowat was opposed to Brexit prior to the 2016 referendum.

Mowat was one of members on the Scottish Affairs Select Committee from the year 2010 to 2012. He also was on the Joint Committee scrutinising the draft Financial Services Bill. Mowat was a trustee of the House of Commons Pension Fund and was a member of the Board of the Parliamentary Office for Science & Technology which is the non-partisan body that advises on Science & Technology policy within Parliament.

He was also co-chair of the All-Party Group on Rebalancing the British Economy and became Chair of the UK Aluminium Industry APPG in 2013.
