Shanahan made his first appearance on the international scene at the age of 17 when he made his first connection in his Waterford Minor team. Two times Munster second-place finisher in this division and later, he played for the under-21 team. Shanahan was a part of the senior team in the year 1995. He played an integral role in the team of Waterford in the attack throughout an extremely successful time and was awarded four Munster medals as well as a National Hurling League medal. He was also an All-Ireland finalist on one occasion.

In 2002 Waterford emerged from the doldrums by reaching the Munster final once again, however, Shanahan could not command a definite place on the starting fifteen. He was a part of Waterford’s Waterford seniors in the year 1995. However it was not until he made his debut in the senior championship until 1998. The year prior, Waterford took on All-Ireland Champions Clare to an equal drawing during Clare’s Munster final, but the Decies fell short in the replay. Shanahan’s team later played Kilkenny during the All-Ireland semi-final, which was the first county appearance at Croke Park since 1963. Kilkenny was victorious by just one point.

Star shining Midleton CBS outfit were the opponents and, despite Shanahan having scored a goal but it was the East Cork school that won the trophy.

Shanahan was also a veteran of five inter-provincial championship campaigns with Munster. He first lined out with his province in 1998, however, he did not capture a winners medal in this competition until 2007 when Munster defeated Connacht by 2-22 to 2-19.
