David Mark Kennet (born February 10 1957, in Erie, Pennsylvania, United States) is an independent consultant in economics. He was previously as a professor at three universities. He also wrote numerous professional journal articles. He also published two books with his co-authors.

Kennet started working for his first job at the Pennsylvania Governor’s Energy Council in 1980. After receiving his doctoral degrees at Wisconsin in 1980, he embarked on academic work with the University of California, Santa Cruz department of economics. Kennet began working along with David Gabel during these years that continues to produce research results throughout his career in the fields of regulation and economics. He then spent a few years (1989-1992) in Tulane University’s Economics department. When he moved into Washington, Kennet worked for some time as a researcher with the U.S. Bureau of Labor Statistics as well as being assigned briefly by the U.S. Bureau of the Census to serve as a researcher at the Center for Economic Studies. in 1997 Kennet took on the position of the senior economist for the Federal Communications Commission, where it was part of an economics team and engineers who created the Hybrid Cost Proxy Model (HCPM) that is a simulation of networks tool that is used to calculate the economic costs that are projected forward for telecom networks. HCPM was a natural continuation of Kennet’s previous collaboration alongside David Gabel in the development of a different tool for simulation of networks, called LECOM, the local exchange cost optimization model (LECOM). When he was at FCC, Kennet taught graduate economics in Johns Hopkins University as an adjunct professor.

Kennet received an invitation to give a speech at his fellow members at the Peruvian Congress on November 8, 2008 about the subject of numerical portability. He has been interviewed by Peruvian daily Expreso and Televisa, the Mexican broadcaster Televisa. He also was interview with Peruvian Channel 7 on the possibility of establishing free internet in Peru.
