Fleming began his professional journey at his home side Halifax Town (69 appearances, with no goals) when the player made his debut at 16 years old. He also received the Barclays Player of the Month award at the same time. As of the end of summer 1991,, he made the move into Oldham Athletic, where he played in 192 games and scored one goal. The time he spent at Oldham was a three-year stint at the highest division during the first part of 1990. In that time, Manchester United manager Alex Ferguson said of Fleming as “the best man-to-man marker in the country” after having played many memorable games against rookie Ryan Giggs. He took part in Oldham Athletic’s spectacular escape, when they narrowly avoided being relegated from the Premier League on goal difference. He was named the captain of the Latics in 1997, which was also the year that he quit Boundary Park to join Carrow Road, the home of Norwich City for a fee of P600,000. In his debut year with the Canaries the team, he was hit with a few injury setbacks but that was past him and he soon became a regular in the first team for a total of 10 seasons. In that time, he played a few times as captain of his team, and was well-regarded as a member of the team.

Fleming was an integral player in the Norwich team that took home the division’s first championship during the 2003-2004 period, and the fans recognized his remarkable contribution, not just in the season, but for a number of years – by choosing him as the Norwich City player of the year, ahead from Darren Huckerby (2nd) and Robert Green (3rd). In the course of the Norwich’s Premiership season, Fleming was on the pitch for every minute of every game, and he played the most time playing on the pitch than any other premier league player.

To mark the fact that the 2006–07 season was his tenth with the club, Norwich City granted Fleming a testimonial match against Newcastle United which took place at Carrow Road on 26 July 2006. This game finished 2–1 to Newcastle with Fleming playing for the majority of the game. In January 2007 Fleming joined Wolverhampton wanderers on a one-month loan deal and played once against Cardiff City. There was increasing speculation that Bournemouth would attempt to sign Fleming during the January transfer window in 2007, but Rotherham United were the club to snap him up on a free transfer on 31 January.
