Born on June 27, 1952, she was the daughter of the former the President of Colombia Julio Cesar Turbay Ayala and his first wife, and the former first lady of Colombia Nydia Quintero Turbay. The woman is Lebanese as well as Basque descent via both of her parents. She is the third of her four siblings, her siblings include Julio Cesar, a politician and former Comptroller General of Colombia, Diana Consuelo, journalist who was killed in a rescue operation following her kidnapping. Maria Victoria, a lawyer and Vice President of Fundacion Solidaridad por Colombia a non-profit organisation located in Bogota. She got married Jaime Granja Leudo with whom she had a child, Claudia Alexandra, but she later divorced. After her second marriage, she had two children, Laura as well as Santiago.

In the wake of the denial of two previous presidential candidates and president Juan Manuel Santos Calderon submitted the candidature of Turbay for consideration by the Swiss Government for acceptance and, after being granted the blessing Turbay was officially sworn in on the 8th of January 2009 by Chancellor Jaime Merizalde to the position of Ambassador Extraordinary and Plenipotentiary for the Republic of Colombia to the Swiss Confederation with dual recognition with Liechtenstein. Principality of Liechtenstein at a ceremony which was held in the Palace of San Carlos. Following her arrival at her office in Bern she presented her official credentials Swiss president Doris Leuthard in a ceremony at the Federal Palace of Switzerland on 2 January

2010. She also presented her credentials the following year, she presented her credentials to the Crown Prince Alois of Liechtenstein in ceremony at Vaduz Castle on 17 June. The Ambassador for Colombia for Ghana as well as West Africa from August 2013 until the present.

On October 24, 2002 Turbay was officially sworn-in as the Ambassador Extraordinary and Plenipotentiary from the Republic of Colombia to the Oriental Republic of Uruguay with two accreditations as Permanent Rep to Latin American Integration Association (ALADI) by President Alvaro Uribe Velez in a ceremony that was held in the Palace of Narino. The following month, she presented her credentials next month to the President of Uruguay Jorge Batlle Ibanez at the Estevez Palace on the 8th of November and also at the same time to ALADI Secretary General Juan Francisco Rojas Penso on 24 November.
