Fraser (born 1955) is an American microbiologist and genome scientist that has been involved in the field of microbial genomics as well as genome-based medicine. Her research has led to knowledge of evolution and diversity of the microbial world. Fraser is head of the Institute for Genome Sciences at the University of Maryland School of Medicine located in Baltimore, MD, where she is the Dean’s Endowed Chair in the School of Medicine. She has joint faculty appointments at the University of Maryland School of Medicine in the Departments of Medicine and Microbiology/Immunology. In the year 2019, she began serving a one-year period as president-elect of the American Association for the Advancement of Science (AAAS), and will follow that with an all-year time as AAAS president in February 2020, and an one-year term as chair on the Board of Directors in February 2021.

Fraser is editor of journals mBio, Journal of Bacteriology, Microbial Genomics (journal), Molecular Case Studies, and DNA and Cell Biology. From 2006 onwards, Fraser has also served as an officer on the Board of Directors of Becton, Dickinson and Company (BD) the Fortune 500 medical technology company.

In 2019, Fraser is serving a one-year term as President-Elect for the American Association for the Advancement of Science (AAAS), which will be followed by a one-year term as AAAS president starting in February 2020 and a one-year term as chair of the Board of Directors in February 2021. In accepting the nomination to be a candidate for AAAS President, Fraser expressed a desire to use this position to be an ardent spokesperson for science and to promote application of the scientific method to the solution of our most pressing problems, including climate change, antimicrobial resistance as well as food security, water security, and energy security. She notes that “our ability to respond to these challenges has been hampered to a considerable extent by a lack of adequate funding, a tendency to fund ‘safer’ research projects, and a relative lack of public trust in science.”.

Fraser’s research on the 2001 Amerithrax investigation resulted in the identification of four genetic variants in the spores of anthrax that allowed the FBI to trace the material back the original source. This led to the growth in the area of microbiological forensics. The expert is an authority on the field of microbial forensics and is concerned about the dual use of research that provides knowledge and technology that can be applied in a wrong way.

Fraser obtained her B.S. Degree from the Department of Biology at Rensselaer Polytechnic Institute in 1977 and then her Ph.D. doctorate in Pharmacology from the State University of New York at Buffalo in 1981.
