Christine Loh Kungwai, SBS, OBE, JP (born 1 February 1956) was the former Hong Kong Legislative Councillor, the founder and the CEO of Civic Exchange, founder of the Citizens Party, and founder of the Hong Kong Human Rights Monitor. From 2012 until 2017, she served as the under Secretary for the Environment under the administration of CY Leung.

Prior to her appointment as the undersecretary of the environment, Loh was CEO of Civic Exchange, the Hong Kong think tank was co-founded by her in the year 2000. She was awarded “Woman of the Year for 2006” by Hong Kong Business. The woman has been involved in various fields that include law and media, business, politics and the non-profit sector but is most well-known as a prominent voice for public policies within Hong Kong, particularly in encouraging the rule of law and protecting the environment. She has been involved for a long time with the fight to save Hong Hong Kong’s Harbour from over-reclamation of land and excessive development.

She left the government at the end of CY Leung’s term, in July 2017.

In 2017, following the end of her official role, she is an adjunct professor in the Division of Environment and Sustainability at the Hong Kong University of Science and Technology, and is said to be revising her book Underground Front: The Chinese Communist Party in Hong Kong, first published in 2010.

Loh got her appointment by be a member of the Legislative Council (LegCo) in 1992. Both in 1995 and 1998, she was a candidate at two straight elections, and was able to win by huge margins. In 1995, she co-founded The Society for Protection of the Harbour and was the one responsible for drafting and promoting the landmark Protection of the Harbour Ordinance. As a member of the democratic side of LegCo she took an approach that was less confrontational than others preferred to keep the lines of communication open with the pro- China group.

Loh went to Loh attended St. Paul’s Convent school in Causeway Bay, and later Island School in Mid-levels, Hong Kong. She later attended Bedford High School in the UK. She went on to in the University of Hull, City University of Hong Kong (Masters of Law in Chinese and Comparative Law) as well as at the University of Hull (Doctor of Law and Honoris Causa) and was educated as a lawyer. In 2000, she and Lisa Hopkinson co-founded a Hong Kong-based non-profit think tank, Civic Exchange, and once again entered the political spotlight, but outside of the LegCo. She resigned as its chief executive on 11 September 2012 upon her appointment as Undersecretary for the Environment in the administration of CY Leung, taking up her new post the following day. At the same time, she resigned from all her positions in other non-profit organisations, academic affiliations, and non-executive directorships in commercial firms.
