Both of his parents were farmers, and Chancy wanted to pursue to work in agriculture. Chancy however was not able to get into the agriculture faculty at the university, instead he went to the National Institute of management, administration and of international high-level studies (INAGHEI) in the year 1991. After completing his studies, Chancy became a businessman , and operated the Texaco fuel station.
In January 2017, Chancy was reelected Speaker. He was replaced in the position of Speaker Gary Bodeau on 11 January 2018.
On January 11, 2016 Chancy won the election as speaker in the Chamber of Deputies, he received 46 votes, against his rival Jerry Tardieu of the Truth party got 44 votes. Following his victory, Chancy took part in pursuing an end to the political turmoil in Haiti that erupted after the term of President Michel Martelly had expired, and no new President had been chosen yet. After a vote at the Chamber of Deputies on 14 February Chancy declared Jocelerme Privert as the acting President.

Cholzer Chancy (born 16 February 1967) is a Haitian politician from Haiti. He was the Speaker of Haiti’s Chamber of Deputies between 11 January 2016 to 11 January 2018. He is an active part of the party Haiti in Action.
Chancy was an official candidate for the party l’espace of concertation for the Chamber of Deputies in the 2000 elections to the Parliament, however, he retracted his candidature in the second round. He was elected in 2006 elections of the Haitian in Action party. Haiti in Action. Chancy was elected again in elections in 2010. In this time, he was as the president of the Finance commission.
